About the Parliament Rooming Houses 

Dixon Hall is partnering with Reconnect Health Services to deliver supportive housing at 504–508 Parliament Street. Several tenants will be moving into the building as part of this initiative. These units will provide homes for individuals experiencing chronic homelessness, along with wraparound supports to help tenants maintain stability. Through ongoing case management and coordinated services, tenants will receive the support they need to stay housed, support their health and wellbeing, and remain connected to the community. This partnership reflects a shared commitment to safe, stable, affordable, and dignified housing that strengthens both individual lives and the surrounding neighbourhood. 

Property Management, Maintenance, and Community Care 

Dixon Hall serves as the property manager for 504–508 Parliament Street, overseeing day-to-day operations including maintenance, waste management, garbage collection, and overall site upkeep.

In addition, Peer Support workers conduct regular neighbourhood rounds focused on community care, including litter and needle cleanup, helping maintain a clean, safe, and respectful environment for tenants, neighbours, and local businesses.

Parliament House History 

The Rooming House Project began in 2020 as a partnership between Dixon Hall and Toronto Community Housing to revitalize aging homes in Cabbagetown. Despite COVID-19 delays, construction began in late 2022, focusing on preserving the neighbourhood’s historic character while modernizing interiors to meet current housing standards. Completed in two phases, the project now provides safe, stable homes while respecting Cabbagetown’s heritage.

What Makes This Project Transformative? 

Supportive housing is more than a roof. It is a foundation for stability, wellbeing, and belonging. This project reimagines traditional rooming houses by combining heritage preservation with a human-centred, evidence-based approach to care. Each tenant has a private washroom, supporting dignity, privacy, and independence. Beyond housing, tenants have access to supports that build life skills, strengthen stability, and foster community, helping them not just live, but thrive.
