About the Parliament Rooming Houses 

Dixon Hall has partnered with Reconnect Health Services to provide supportive housing at 504–508 Parliament Street.

Tenants at this property are referred through the City of Toronto’s Coordinated Access System. The property provides supportive housing for individuals who have experienced chronic homelessness, with access to case management and recovery-oriented supports to help maintain housing stability, improve wellbeing, and strengthen community connections.

As part of the housing process, tenants also enter into a program agreement with Reconnect Health Services to engage with onsite supports and case management as part of the supportive housing model.

Property Management, Safety and Community Care

As the Housing Provider, Dixon Hall is responsible for property management for 504 – 508 Parliament Street and is responsible for: 

  • Tenancy management and housing administration.

  • Building maintenance and repairs.

  • Waste management and garbage collection.

  • Site upkeep and cleanliness.

  • Coordination with service providers and community partners.

As part of our Good Neighbour Strategy, we work closely with the City of Toronto, local residents, businesses, and community partners to address questions and concerns respectfully and in a timely manner.

The building is staffed and supported 24 hours a day, 7 days a week. Reconnect Health Services staff are onsite around the clock to provide support, case management, and crisis response.

Security personnel are onsite every day from 11:00 PM to 7:00 AM, and CCTV coverage is in place throughout the property to support safety, monitoring, and incident response.

Peer Support Workers conduct regular neighbourhood rounds focused on community care, including litter and needle cleanup, helping maintain a clean, safe, and respectful environment for tenants, neighbours, and local businesses.

Dixon Hall and Reconnect Health Services work closely with tenants to promote community wellbeing, encourage positive neighbour relations, and address concerns as they arise.

Parliament House History 

The Rooming House Project began in 2020 as a partnership between Dixon Hall and Toronto Community Housing to revitalize aging homes in Cabbagetown. Despite COVID-19 delays, construction began in late 2022, focusing on preserving the neighbourhood’s historic character while modernizing interiors to meet current housing standards. The project was completed in two phases and now provides safe, stable homes while respecting Cabbagetown’s heritage.

What Makes This Project Transformative?

Supportive housing is more than providing a place to live. It combines affordable housing with individualized supports that help people maintain stability, improve their quality of life, and build a foundation for long-term wellbeing. Each tenant has access to a private bedroom and washroom, 24/7 onsite support staff, individualized case management, connections to health, mental health, and recovery-oriented services, and opportunities to build life skills and strengthen independence. The goal is to help individuals move beyond homelessness and create a foundation for long-term stability, recovery, and community belonging.

Eviction Prevention

Dixon Hall recognizes that housing is the foundation for stability, recovery, and well-being. In partnership with Reconnect Health Services, tenants receive individualized case management and wraparound supports to help maintain successful tenancies.

Dixon Hall follows an eviction prevention process centred on collaborative case conferencing. Staff work closely with tenants and support partners to address challenges, strengthen housing stability, and resolve issues before they escalate.

When rehousing is necessary, Dixon Hall works with residents to help facilitate a smooth transition and connect them with appropriate supports.
